Where the number of social housing units is inadequate, the program enables low-income households to live in units that are not part of SHQ, stock of social housing, under the same financial condition as apply to low-rental housing units. The rent supplement makes up the difference between the rent demanded by the landlord and the household contribution.
Regular section: The regular section of the rent supplement program is essentially designed to house needy household in units belonging to housing cooperatives or non-profit organistions.
Private rental market section: This section applies to private rental market in many cities in Quebec. Municipal housing authorities, which are mandated by SHQ to manage this section of the program, select units from the private housing stock and make them available to households waiting for low-rental housing.
This program is designed to help housing cooperative and non-profit organisations purchase and renovate dwellings so that they can be offered to low and moderate-income households. The program stipulates that a portion of the dwellings thus improved will be set aside for low-income households which can also receive a rent supplement, while the other units will be made available to moderate-income households.
This program provides monthly financial assistance direcly to low-income apartment or rooming house tenants or homeowners of their eligible rent exceeds 30% of their income. The assistance covers 75% of such excess.
SHQ coordinates and directs the program, which is administered by the ministere du Revenu du Quebec.
